We are currently seeking experienced candidates for the position of Deputy Chief Information Officer. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The California State University, Office of the Chancellor, is seeking a Deputy Chief Information Officer to provide leadership and guidance in support of the Chief Information Officer (CIO) and in the critical areas of technology administration at the university, including budgeting, resource development and allocation, policy formation, technology evaluation, and service development, delivery, and deployment. Provide assistance to the CIO in managing business operations to improve cost-effectiveness, service quality, and IT operational effectiveness. To assist the CIO in assuring the completion, assessment, measurement, and reporting of key ITS priorities. Acts on behalf of the CIO as assigned by the CIO or in the absence of the CIO as the principal IT officer on executive decisions and executive-level committees.
Under the general direction of the Chief Information Officer, the Deputy Chief Information Officer will perform tasks and duties as follows:
-Using identified ITS Key Priorities, partners with CIO and senior ITS leadership to map high-level strategies to specific tactical activities to achieve the Key Priorities
-Develops and maintains ITS roadmaps that communicate these tactical activities
-Creates and oversees measurement and assessment strategies to measure the effectiveness of ITS tactics and to promote continuous service improvement
-Develops strong relationships with key stakeholders, including campus senior IT leaders and Chancellor's Office business leaders to assure ITS alignment with stakeholder needs
-Identifies opportunities for the creation of shared services within the CSU, works with stakeholders to develop shared service concepts, develops plans for financial sustainability of shared services, and partners with leadership within ITS and throughout the CSU to launch IT Shared Services Portfolio.
-Negotiates Terms of Service for shared services and creates assessment processes to assure the effective evaluation and continuous improvement of all shared services
-Maintains and promulgates a catalog of existing and under-development shared services and communicates the availability and impact of these services to campuses and to senior decision-makers within the CSU
-Develops programs for assessment and improvement of ITS services. Works in partnership with ITS teams to help them achieve service improvement
-Under the direction of the CIO, works to develop and strengthen relationships with key vendor partners as well as non-profit groups in the IT and educational technology fields
-Evaluates processes for software development and IT service profession and works in partnership with ITS managers to modernize and improve these processes, to improve the efficiency, agility, and effectiveness of ITS staff
-Serves at the senior-most executive report to the CIO, designated to act as the CIO in his/her absence.
-Synthesize information gathered through interactions and relationships with campuses and other communities to inform ITS communication and campus relationship strategies
-Provides strategic leadership and guidance at the executive level in critical areas.
-Serves on behalf of the CIO as the principal IT Officer, in the CIO's absence or as requested.
-Oversees initiatives and executive-level projects, fostering strategic partnerships for the IT organization.
-Assists the CIO in leading overall information technology strategic planning to achieve business goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects.
-May be responsible for directing key services within the division with broad-reaching institutional and/or systemwide impact.
-Provides leadership for planning, developing, and implementing information technology initiatives.
-Leads the development and implementation of best practices and standards in the process, design, architecture, and operations of all aspects of service-oriented information technology delivery.
-Directs programs to monitor, evaluate, and improve customer service delivery.
-Performs miscellaneous job-related duties as assigned.
This position requires:
-A bachelor's degree or equivalent combination of education and related professional is required.
-An advanced degree is desirable.
-Requires 15+ years of demonstrated experience developing and supporting technology programs, products, and processes.
-Higher education experience preferred.
-Knowledge and understanding of the current and developing strategic information requirements of a major university.
-Knowledge of current trends and developments in information technology.
-Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
-Skill in organizing resources and establishing priorities.
-Strategic planning and advanced leadership skills.
-Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
-Ability to foster a collaborative and supportive organizational culture and promote cohesive teams.
-Understanding of key trends within higher education.
-Experience managing budgets.
-Demonstrated experience and capacity sufficient to serve as interim successor to the CIO.
-Senior management experience within higher education.
-Demonstrated experience in service design and delivery.
-Experience in measurement and assessment of projects and services.
-Experience working in a large, geographically distributed enterprise.
